Teachers Attempt Optimism in Face of Flat SD Budget

PIERRE, S.D. - Teachers say they're trying to be optimistic as they wait for the South Dakota legislature to return to work in a week to finish work on the 2011 state budget. As part of the budget balancing act, Governor Mike Rounds has recommended no increase in state funding for schools, although the funding formula calls for a 1.2 percent hike.

South Dakota Education Association president Sandy Arseneault says the proposal points out a weakness in the funding formula.

"I think everyone thought that this is a good idea, because it would then give the school districts some sense of stability, knowing what they're going to get from year to year. But what that has done is really stifled the budgets for our K-12 system. It really doesn't allow for any kind of growth."

The latest survey from the National Education Association shows South Dakota teacher salaries last in the nation, with average pay of just over $36,000, compared to the national average of more than $52,000. Arseneault says the proposed flat funding won't do anything to help that.

"There have been may times we have been asked not to talk about that, because it kind of makes us look bad. But, you know, I won't ever apologize for advocating for better teacher salaries in South Dakota. We have to do better."

Arseneault says the budget debate comes at a critical time, as school boards are beginning the budget process. She believes the local teachers' associations will do the best they can.

"Teachers are going to go to the table and they are going to bargain, to the best of their ability, but I do know that school districts are coming back and are going to say, 'We aren't getting an increase; therefore, we can't give you an increase either.'"
