ALBANY, N.Y. - Hundreds were planning to camp out overnight at the state Capitol as the Legislature nears approval of Gov. Andrew Cuomo's budget.

The bill includes significant cuts in aid to public schools, and although its passage is likely, Billy Easton, executive director of the Alliance for Quality Education, says he's not giving up.

"Just because they pass this budget doesn't mean that the conversation is over. We need them to do a better job between now and Sept. 1."

Cuomo proposed huge cuts in spending on education and health care in an effort to balance the state's budget. The compromise under consideration restores some funds for schools, but critics say Cuomo could generate more for education by renewing a tax surcharge on the wealthiest 3 percent of New Yorkers which is set to expire at the end of the year.

The demonstrators plan to stay in the Capitol as long as the Legislature is considering the budget. Jose Gonzalez, a parent-activist with two children enrolled at P.S. 73 in the Bronx, says it's a small sacrifice to make.

"We're going to sleep in the Capitol in Albany, and we need to stand up for the children. I think that is a clear sacrifice that we just can do right now."

Easton says the demonstrators, representing some 16 organizations, have a right to be in the Capitol.

"Albany has a long-standing tradition that if a lobbyist is in the building at the time that the staff are still working at this time of year, then you're allowed to stay. So we just believe that the people of New York should have the same access to the Capitol as the lobbyists."

The newly elected governor's first budget is a big disappointment, Easton says.

"Gov. Cuomo's first budget is heartless for our schoolchildren. It makes dramatic cuts that will hurt the kids and provides tax cuts for millionaires."

The demonstrators say they'll begin gathering in the Capitol in early afternoon.
