Report: Progress, Procrastination on Midwest Clean Energy Policies

LANSING, Mich. - A new report grading Midwest states on efforts to improve and enact clean-energy policies shows progress in some areas - and procrastination in others.

The report is based on how well the states have done in achieving goals set in 2007 and revised in 2009 by the nonpartisan Midwest Governors Association. Utilities, industry, agriculture, labor and public-interest groups weighed in when the goals were established, and many had input for this report card.

The grades range from an "A-minus" in building codes to a "D" for reducing greenhouse-gas pollution.

Zoe Lipman, a National Wildlife Federation senior manager, says the region is seeing some success but has not reached its potential.

"The Midwest has all of the ingredients - the natural resources, the human capital, the sophisticated business and manufacturing base - to truly be a leader in the global clean-energy economy. But our states need to step up. They need to act now if we are going to capture this engine of growth, of energy security and of prosperity for the region."

Creating jobs and improving the Midwest's ability to compete globally also are goals. Nolan Moser, a staff attorney for the Ohio Environmental Council, says the region is building a renewable-energy supply chain, with infrastructure and jobs.

"We've got growing investment, growing jobs. It's leading to some real manufacturing capacity. For instance, Ohio is now the number one solar-manufacturing state in the country. But we've got a ways to go. There's a gap between our goal and what we've actually achieved - and it's important that we focus on closing that gap and reaping the benefits here in the region."

The report gives the Midwest a "B" for energy-efficiency policies, a "B-minus" for renewable-energy policies and a "C-plus" for low-carbon fuel policies. It says none of the 10 states now regulates its greenhouse gas pollution.

The governors' association also set a goal of meeting 10 percent of the region's electrical needs with renewable sources by 2015. The report says the Midwest is ahead of other regions in that mission.
