LANSING, Mich. - The new Annie E. Casey Foundation's national KIDS COUNT Data Book finds more and more Michigan children living in poverty, and more parents having trouble finding stable employment. The foundation's Laura Speer says the numbers are disturbing in two areas.

"The child poverty rate went up from 19 percent in 2005, to 23 percent in 2010. About four out of ten kids in Michigan don't have a parent who is working full-time year-around."

Michigan ranked 32nd among all fifty states in overall child well-being. Speer says the one place it did make progress was in getting children health insurance under Medicaid when employer benefits declined.

Speer says the recession affected children all over America, not just in Michigan.

"The fact is that there's a global recession in place. We're sort of all feeling the repercussions, but there were gains in educational attainment for kids in the United States."

However, the report finds Michigan to be an exception. It ranked 33rd among the states with 69 percent of state fourth-graders scoring below proficient on a national test in 2011. In 2005, Michigan kids fared better, ranked 25th.

Michigan's best ranking came in the area of health coverage for children.

"The place where Michigan had made the most gains over the last five years or so is in the area of health. The state was ranked 22nd overall in terms of children's health."

Only four percent of Michigan children are without health insurance.

The Michigan report is at bit.ly/Q25GVK.
