PORTLAND, Maine - Hundreds of bears in captivity in Maine and around the country are held in small concrete pits and cages without anything that is natural to them, and since they can't speak for themselves, one of the world's largest animal-welfare groups wants humans to speak up for them.

According to Delcianna Winders of People for the Ethical Treatment of Animals, the USDA is taking public comment on stronger rules for humane treatment of bears, prompted by a lawsuit from her organization. She said several roadside zoos in Maine have been cited, some for their treatment of bears specifically, some for mistreating other animals.

"When a place is neglecting some of the animals, demonstrating an inability to care for those animals, it's really not going to be likely that they can provide for the complex needs of bears," Winders declared.

At one such facility, a year ago in November, three bears had to be euthanized when one of them became overly aggressive with the others.

Winders said the DEW Animal Kingdom and Sanctuary in Mount Vernon was cited for not reporting the bear's change in behavior to the facility's attending veterinarian.

"A bear who was known to be aggressive and had been demonstrating aggression for some time was still left in with other bears and ended up attacking two other bears, and all three bears had to be euthanized."

Winders said scientific research has been published over the years showing what bears need, and that bears are intelligent and as complex as primates, and can suffer from stress and physiological dysfunction in captivity. She said PETA is counting on the public to weigh in.

PETA's lawsuit asks for more space, proper nutrition and places for captive bears to forage, climb and bathe, among other things.

The USDA is accepting public comments until January 27at Regulations.gov.
