Congress Makes Veterans' Suicide Prevention a National Priority

SEATTLE - The U.S. Senate passed legislation on Tuesday to improve mental-health services for veterans, and for Washington - where suicide rates are higher overall than the national average - it is seen as a hopeful step.

The Clay Hunt Suicide Prevention for American Veterans Act would provide funding to evaluate the mental health and suicide-prevention programs of the Veterans Administration and Defense Department, and do more to assist transitioning service members into civilian life.

Todd Vlastnik, a Navy vet who now serves as board president of the American Foundation for Suicide Prevention Washington chapter, said the bill covers some important areas of focus.

"Better mental-health care providers; creating health care where there's peer support, and the community outreach kind of pilot program that they're going to be setting up - I think those things are very critical to reaching the nation's veterans," he said.

Vlastnik said about one in five suicides in the United States is a veteran. The legislation is named for a Marine veteran who served in Iraq and Afghanistan, struggled with PTSD and took his own life in 2011 at age 28.

Vlastnik said the shortage of mental-health professionals affects the active-duty military as well as veterans. He said Washington lawmakers have recognized this and made some progress at the state level.

"The last couple of years, there's been a couple of other laws that were passed, requiring physicians and nurses to get some suicide awareness, prevention training," he said. "Those things are huge for our state - but we need a lot more help."

The Clay Hunt bill includes forgiving some college tuition debt for psychiatrists who agree to work for the VA. With unanimous passage in both Senate and House, it is headed to President Obama's desk.
