Zika Bill Blocking Planned Parenthood Headed for Vote?

LANSING, Mich. - Reproductive-health groups are sounding the alarm as a measure to combat the Zika virus moves closer to a vote in the U.S. Senate.

A full committee markup is scheduled today on a bill that includes more than $1 billion to prevent, prepare for and respond to the Zika virus. The measure restricts funding for Planned Parenthood, which Lori Carpentier, president and chief executive of Planned Parenthood Advocates of Michigan, said is counterproductive.

Zika is transmitted through mosquito bites or sexual intercourse with a person who is infected, and Carpentier said reproductive health-care services such as contraception are an important part of prevention.

"At a time when we're worried about making sure people get the appropriate care they need, especially around Zika," she saide, "once again our Congress is playing politics with who ought to be spending that money and not allowing it to be spent by the people who are going to have the biggest impact."

Senate Republicans say women can obtain similar services at other health-care centers, but some Democrats argue that Planned Parenthood sometimes is their only option. There have been seven confirmed cases of Zika in Michigan, and more than 750 nationally.

Carpentier noted that there is a profound irony because blocking funding for health centers such as Planned Parenthood reduces access to preventive measures against Zika.

"What they try to do over and over and over again is reduce access to the kind of care that will reduce the need for abortion in their misguided attempt to keep money out of the hands of the most willing and effective providers of reproductive health care," she said.

The White House has threatened to veto the measure. Congress soon will adjourn for seven weeks, and some are doubtful a compromise will be reached.
