Pronto se presentará un proyecto de ley en la Legislatura de California que otorgaría a los estudiantes de bajos ingresos en cinco campus de Cal State University un estipendio de $500 al mes para gastos básicos de subsistencia. La idea es proporcionar un ingreso básico universal, para que más estudiantes puedan permanecer en la escuela. El senador estatal Dave Cortese dice que el programa piloto serviría a unos 14,000 estudiantes, o alrededor del 11% de la población del campus.

De acuerdo a Cortese "ese es aproximadamente el porcentaje de estudiantes que se encuentran esencialmente en la pobreza extrema. O no tienen hogar o están en grave riesgo de quedarse sin hogar."

Para calificar, el estudiante tendría que tener un ingreso familiar inferior a $20,000. El programa le costaría al estado un estimado de $84 millones al año. Los opositores al ingreso básico universal lo critican como una ayuda del gobierno que podría desperdiciarse. Sin embargo, Cortese dice que los datos de dos programas de este tipo, lanzados en Stockton y el condado de Santa Clara, no respaldan esa preocupación.

Muchos campus en el estado ya brindan referencias de vivienda, bancos de alimentos y otros recursos a los estudiantes que lo necesitan, pero varían ampliamente. Cortese dice que si se aprueba el proyecto de ley y el programa de ingreso básico universal termina funcionando con éxito para reducir la pobreza y las tasas de deserción escolar en el sistema Cal State, el plan podría ampliarse.

"Si es efectivo, le gustaría hacerlo en todos los campus y probablemente extenderlo también a los colegios comunitarios", mencionó el senador estatal.

No se han anunciado las escuelas específicas que participarían en el programa piloto de tres años. El plazo legislativo para presentar proyectos de ley es de una semana a partir del viernes.
