Questions Raised About Brewer Volunteer Task Force

PHOENIX, Ariz. - A new task force of faith-based and nonprofit agencies has been formed by Gov. Jan Brewer to direct a volunteer effort aimed at blunting the impact of massive state budget cuts. The effort will focus on areas such as foster families, child care and transportation.

Carol Stambaugh, Arizona chapter director for the National Association of Social Workers, warns that many of the non-profits already are struggling to survive.

"To increase the demand and the requirements on them will stretch a system that's already stretched so far, that it just might break it."

Even if successful, Stambaugh doubts the volunteer effort will make much of a dent compared to $1 billion in budget cuts to social services. State lawmakers and the governor say the continuing decline in state tax revenues leaves them with no other choice.

The governor's plan would use nonprofits and their volunteers to supervise visitation for families involved with Child Protective Services; however, Stambaugh has concerns about security and training.

"You have issues of safety and you have a real need to understand family dynamics and high-risk families. I'm not sure volunteers are able to do that."

Stambaugh says the governor's task force, known as "ArizonaSERVES," does not even address the more than 400,000 Arizonans who are losing their health coverage because of budget cuts.

"We have hundreds of thousands of children and families who are losing their health insurance. How can you make up for the lack of health care with a volunteer?"

Stambaugh says volunteers are a wonderful addition to efforts helping Arizona's most vulnerable citizens, but they are not a replacement for state-funded social services.
