Watchdog Group: AZ Needs Health Reform Ombudsman

PHOENIX - Citizens would have a place to seek help in dealing with the new federal health care law under a proposal from the Arizona Public Interest Research Group (PIRG). In a new report, the consumer watchdog group envisions a new position under the state Ombudsman, specifically to handle questions and concerns regarding the new law.

PIRG's Serena Unrein says the Ombudsman's office is designed to be an impartial, independent resource that investigates complaints and helps resolve legitimate grievances.

"Arizonans should have a place to turn if they run into any questions or problems with the new health care law, and there's been quite a history of success with the Ombudsman-Citizens' Aide office in Arizona already."

Arizona's Ombudsman was created in 1996 and is part of the legislative branch of state government. Unrein says a Health Care Ombudsman could act as a referee in disputes over coverage under the new law, in such areas as coverage denial for pre-existing conditions and extended coverage for children.

"Since the health care companies will now have to allow children up to the age of 26 to be covered under their parents' insurance, we imagine that people might need some help working with the insurance companies to make sure that their children are covered."

Unrein acknowledges that funding for the new position might be a tough sell with the state's budget problems, although she notes federal funding could be available in the future.

"There was a grant available from the federal government to establish such an ombudsman position, but Arizona didn't submit an application for the grant."

If more grants become available, she thinks Arizona should apply. She estimates the cost of a Health Care Ombudsman, an assistant and related expenses would be around $185,000 a year. The report is online at www.arizonapirg.org.
