CA Budget Cuts: Children’s Healthcare At Risk

As California's economic troubles grow worse, tens of thousand of children are at risk of losing health coverage. For the first time in ten years, the state-run Healthy Families program for children is considering closing enrollment. The program provides medical, dental and vision care to more than 900,000 children whose families work, but can't afford insurance.

Howard Kahn, CEO of L.A. Care Health Plan, says this is just one more thing for working families to worry about during this time of economic uncertainty.

"Shutting the spigot off for this program is really a bad message to send to families throughout California, because these are working families. To qualify for this program you, in a sense, have to be earning too much to qualify for Medi-Cal, so these kids are all from working families."

According to Kahn, not fully funding the program has other consequences as well. He says unlike Medi-Cal that receives matching federal funds, Healthy Families is matched with two-thirds funding from the federal government.

"California already does not get its share of the federal funds compared to other states and this will make it even worse, particularly right now when the Congress is supposed to be considering an economic stimulus package."

The legislature is in a special session to tackle the state's $11.2-billion budget shortfall. Kelly Hardy, associate director for health at Children Now says if Healthy Families is not fully funded, children will be put on a wait list.

"This would be really unprecedented for this program. In its ten-year history of success they have never had a waiting list, they have always been there when families and children have needed it."

New enrollment in the program has averaged more than 27,000 a month during the past year. Advocates say families without coverage will likely turn to emergency rooms for their child's routine health care.
