Arizona Labor Leader: Education with Jobless Benefits a Good Idea

Phoenix, AZ – President Obama is urging states to allow laid-off workers to get education and training without having to give up their unemployment checks; going to school would qualify as actively seeking work.

Arizona AFL-CIO executive director Rebekah Friend says the change would benefit such workers as the 1500 recently laid off from the Morenci mine in eastern Arizona.

"It's not easy then to go find another mine to work in, so those certainly are people that might benefit from changing skill sets or enhancing their current skill sets to be more competitive in the job market."

The President's plan also asks colleges to consider a person's jobless status when determining financial aid. Friend says that makes more sense than basing grants on the previous year's income.

"Say in the prior year you were at 30,000 dollars a year and you've lost that job. Your Pell grant is set on money that you'd already made and probably spent. I think it makes more sense to expand that process so that another look can be taken if you're not currently still at that same income level."

Friend says it's an ideal time for retraining laid-off workers.

"As President Obama tries to move the country forward with technology and green jobs, I think it's a good time to take these workers that have been laid off and give them some new skill sets that are more adaptable to the new economy."

State officials say Arizona's jobless rate is still rising and could reach ten percent by year's end. Governor Jan Brewer recently signed a bill extending unemployment benefits up to 79 weeks. Arizona has received 150 million federal stimulus dollars to pay for expanded jobless benefits.
