Detectar casos de tráfico humano en Iowa

Des Moines, IA - A pesar de que Iowa aprobó una severa ley contra el tráfico de personas hace tres años, sólo se han consignado unos cuantos casos bajo esa legislación. Susie Cook, educadora de la organización Planned Parenthood of Greater Iowa (Paternidad Planeada del Gran Estado de Iowa), opina que la razón de que se encaucen tan pocos casos, es que ni los trabajadores sociales, ni los de la salud ni siquiera las fuerzas del orden tienen claro qué señales buscar para detectar este delito.

El tráfico ilegal de personas es un delito tan difícil de detectar, que puede pasar inadvertido incluso para los agentes de policía. Desde que se reformó la legislación estatal, en 2006, únicamente se han consignado dos casos en Iowa. Cook colabora con Planned Parenthood y además es miembro de “Network Against Human Trafficking” (Red Contra el Tráfico Humano); en los cursos que imparte, se enfoca a enseñarle a los asistentes cuáles son las señales de alarma que deben buscar y atender de inmediato.

"Por ejemplo ver que una persona que vive con tu vecino jamás sale, jamás habla con alguien, ni se va, tal que su ropa sea más humilde o descuidada que la de los demás que viven ahí."

Agrega que las víctimas frecuentemente son llevadas de un lado a otro y viven en un miedo constante.

"La gente que vigila a estas víctimas como que las somete diciéndoles que si van a la policía, la policía las perseguirá y consignará, y si son personas indocumentadas les dicen entonces que serán deportadas."

Cook dice que las sesiones de capacitación se acomodan para enseñar a gentes de diversas profesiones qué indicios buscar y qué preguntas hacer para detectar el tráfico ilegal de personas. Y termina diciendo que, si los profesionistas se mantienen atentos a dichas señales, serán mucho mayores las posibilidades de evitar este delito.
