AZ School Boards Cry Foul Over Proposed Voter Protection Suspension

PHOENIX - As part of a proposed state budget compromise, Arizona voters would be asked to suspend initiatives they've already passed providing extra money for education, children and health care. Arizona school boards say the result could be catastrophic for public schools, and especially for teachers.

Spokeswoman Tracey Benson of the Arizona School Boards Association says lawmakers are basically asking voters to set aside their own values.

"Legislators want Arizona voters to reverse their votes for programs that support education, children and health care at a time when Arizona voters say these are the items that need to be protected the most."

The measure would put the suspension of the Voter Protection Act on the ballot in a special election this fall, along with a three-year sales tax hike. Lawmakers say that would give them access to funding which has been earmarked for specific purposes as a result of ballot measures, which would then help them deal with the state's more than three billion dollars of red ink.

In 2000, voters approved Proposition 301, raising the state sales tax by six-tenths of a cent to benefit education. Benson says public schools could potentially lose 522 million dollars a year if the Voter Protection Act is suspended.

"Based on the state's average teacher salary, the loss of those funds for education could take away 7,300 dollars per teacher."

Several lawmakers have signed pledges not to raise taxes, saying the state's budget shortfall is the result of too much spending. Benson says that argument doesn't ring true when it's considered that Arizona is already last in the country in per-pupil spending.

"These Proposition 301 monies have been important to providing the additional resources that we need to have some semblance of adequate funding for education in Arizona."

Benson says the state's average class size has also increased in the last decade, while most states are seeing smaller classes.
