Obama Signs Health Reform, Shorter Waiting Lists for NY Families Expected

NEW YORK - The landmark health care overhaul legislation signed by President Obama on Tuesday could mean more services and shorter wait lists for New York families in need.

Sarah Walzer, executive director of the Parent-Child Home Program, says one reason the legislation is historic is that it includes the first-ever direct federal funding stream for home visiting programs. In these programs, professionals such as nurses and social workers help at-risk families focus on health issues, early education training, and abuse and neglect prevention during the first few years of a child's life.

"The wonderful new addition in this bill is that there is $1.5 billion over the next five years for Home Visiting Programs that work with families, zero-to-five."

The Parent-Child Home Program operates 29 home visiting programs across the state; Walzer says all of them currently have families on waiting lists for services. She believes new federal funding should greatly reduce those wait times.

"Amongst the Home Visiting Programs in the state, we will be able to reach significantly more families. And the state will see the benefits of that, in significantly improved school outcomes for kids, and health outcomes; and we will see reductions in abuse and neglect across the state where these programs are being delivered."

The measure passed in the House on Sunday night. Walzer says New York will have to apply for its share of the funding in the year ahead.
