Four Years of Public Comment; No Decision Yet

BOARDMAN, Ore. - It is the third comment period since 2006 for renewing an expired air quality permit for Portland General Electric's (PGE) Boardman coal-fired power plant. And, this week, it's been extended again by the Oregon Dept. of Environmental Quality (DEQ). During the two hearings held this week, some testified to the DEQ about the need for jobs provided by the plant, while others want PGE to either equip the plant with more pollution controls, or shut it down.

Norm Cimon came from LaGrande for the Wednesday night hearing in Boardman. He says Forest Service studies have shown the plant's pollution also affects air quality beyond the Columbia River Gorge, and he doesn't see why it's taking years to make a decision.

"I want to see the state set the appropriate guidelines for what they can emit. In other words, they need to limit the amount of pollution they're putting into the Gorge. I don't care how that happens, but there needs to be, by DEQ, a determination."

A number of people from the Sierra Club's Beyond Coal campaign wore bright yellow t-shirts to the hearings, including Cesia Kearns. She says they're concerned that the years of delays have given the plant a free pass to pollute, and delayed tough decisions for the DEQ.

"They have really not been holding PGE accountable for the level of pollution requirements that they should be, for years. And it's time for the DEQ to wake up and hold PGE to the highest possible standards they can, for air quality."

The re-permitting process has been underway since 2006. The DEQ is proposing stricter limits over the next three years for sulfur dioxide and nitrogen oxide pollution - more commonly known as acid rain and haze. PGE has agreed to some retrofits, but says others would be too expensive. This week, the public comment period has been extended into mid-July.
