Groups Rally at State Capitol; Concerned About Budget Cuts

FRANKFORT, Ky. - As lawmakers met in special session at the State Capitol this week, hundreds of protesters rallied outside, concerned about how budget cuts could affect their groups and the people they serve.

Charlotte Whittaker is one of them. A former Senior Center director and AARP volunteer, Whittaker says cuts being proposed for the Department for Aging and Independent Living (DAIL) would hit older Kentuckians hard, potentially affecting the food they receive from the "Meals on Wheels" program.

"You know, a lot of them cannot afford an extra $50 a week for groceries or whatever, and this is where a balanced meal is so important."

Whittaker, who lives in Ohio County, says the home deliveries from Meals on Wheels serve another important purpose, as well.

"There's someone checking on that person every day, five days a week, to make sure that they're safe. The meal driver is the only person that some of our folks see in a day's time, possibly in a week's time."

Whittaker fears some state lawmakers see senior services as an easy target for the budget axe.

"It's a big concern to me at this point, to think that the Division of Aging will be taking another cut. You know, they've taken more than one."

According to AARP, Kentucky spends eight percent of its long-term care funds on home-based and community-based services. The advocacy organization for those over age 50 says it is mobilizing a grassroots effort to spare DAIL from further budget cuts in the two-year spending plan now under consideration.
