New Venture Lets Little Guy in on SD Wind Power

PIERRE, S.D. - A new venture in South Dakota could change the way some wind power projects are funded and could also change who's involved on the ground floor of the wind generation business. South Dakota Wind Partners (SDWP) is an opportunity for individuals to invest in a cooperative project being planned by an established power provider.

Steve Wegman with the South Dakota Wind Energy Association says the idea is to round up a couple of thousand investors putting in $15,000 each to buy a chunk of what will be the largest cooperative-owned wind project in North America.

"You've got a good company that operates almost 700 megawatts of wind currently, Basin Electric. It's a cooperative, and allowing private investors to own into part of a project is a very unique application."

Wegman says the idea behind the SDWP concept is born out of what's happening with co-op ethanol projects in the state.

"Can you use the ethanol model for wind development in South Dakota? And it just happened to be that Basin Electric was going to do an expansion of a 151-megawatt wind project from Plankinton, South Dakota, to Wessington Springs, South Dakota."

Wegman says three factors will play key roles in whether South Dakota Wind Partners will fly, including, the old real estate adage: location, location, location.

"Can they find enough investors to go into it? The second part is, the success of it is, by picking good companies. The third part is the wind resource that they're putting it in, is awesome."

The seven-turbine wind project will operate as a subsidiary of Basin Electric and will purchase the electricity that it generates. Along with returns that would come from profits, the project also offers investors some tax advantages and is eligible for green-energy stimulus money.
