Congress Looks at Wind and Solar Guidelines for Public Lands in MT

HELENA, Mont. - Assessments of some of the most ideal locations for wind and solar development in Montana show that those resources are often on public lands, and Congress is looking at newly-introduced bipartisan legislation to guide future renewable projects on those lands.

The proposal requires reclamation of developed land, up-front public input, and that part of the leasing fees go toward fish and wildlife habitat work. Ben Lamb, conservation director for the Montana Wildlife Federation, likes the legislation. He says it addresses the obvious concerns about effects on wildlife and fish, along with the issue of preserving public access.

"A lot of these public lands are relied upon by hunters, and if we put industrial developments on these lands, then we reduce the amount of acreage that we have."

At Montana Trout Unlimited, Executive Director Bruce Farling says his organization is supports renewable energy development on public lands. The challenge, however, is to do it responsibly. He thinks the legislation offers a balanced formula.

"It recognizes that we need energy, we need new energy sources, and renewable energy sources is something that we need to focus on, but we don't want to do it in willy-nilly fashion."

The "Clean Energy, Community Investment and Wildlife Conservation Act" is S 3587/HR 5735. Sen. Harry Reid (D-Nev.) and Rep. Dean Heller (R-Nev.) introduced the measures. Sen. Jon Tester (D-Mont.)is a co-sponsor of the bill, which includes four pilot projects.
