CO State Budget Forecast - $1.1 Billion Shortfall

DENVER - Federal government analysts may claim the recession is "officially" over, but Coloradans and the state coffers are still reeling from the economic downturn. This week's Colorado Legislative Staff Report puts it bluntly: the General Fund budget for the 2010/2011 fiscal year is out of balance.

Terry Scanlon, fiscal policy analyst at the Colorado Fiscal Policy Institute, says between the budget shortfall and the growth in demand for services, the state is looking at a gap of more than $1 billion.

"Our revenue last year was essentially the same as it was in 2001. That doesn't suggest that we have a problem with spending too much on services for families. That says that our tax structure is broken."

Scanlon believes a balanced approach to the shortfall would be best, combining some cuts in services with closing some corporate tax loopholes. He warns that Colorado's population is growing, along with greater demand for state-supported services.

"The economy is putting pressure on Colorado families, who need help making ends meet and taking care of their children. At the same time, those families don't pay as much in taxes."

While the state projects revenue will increase next year, the wild card is the speed of an economic recovery. The Legislative Council Staff has said it expects growth to feel anemic until the middle of next year, at the earliest.
