Students Attend School After Racial Discrimination Complaint

WAKE COUNTY, N.C. - For the second time in a year, North Carolina's NAACP chapter is filing a Title VI complaint against a school system in the state, alleging discrimination. The most recent charge comes against Wake County, where the civil rights organization and fellow complainants are accusing the school system of racial discrimination after they moved students, many of them minority, out of racially diverse schools.

Director Anita Earls of the Southern Coalition for Social Justice, which represents some of the complainants, explains that they believe the school system was bowing to pressure from community groups to move minority students to schools in predominantly minority neighborhoods.

"That was intentionally discriminatory, but then it also has a discriminatory impact because it impacts the quality of educational opportunities that those students have."

The school system dismisses the claims and says the move was made to combat low test scores and low graduation rates.

Another part of the NAACP complaint alleges that student disciplinary policies are also discriminatory. Last December the civil rights group lodged a complaint against Wayne County Schools. That outcome is still pending investigation.

Student Quinton White explains why the new schools assignments had a negative impact on him.

"I feel that it's taking away diversity. Diversity has given students like myself an opportunity to grow and help this economy become more progressive."

Title VI of the Civil Rights Act prohibits discrimination in schools receiving federal dollars. Wake County schools have a lot on the line, pending the outcome of the investigation. They received almost $78 million in federal money last year.

If the complaint is found to have merit, before withholding funding, the Department of Education could try to reach a compromise with the school system.
