Prayers Unanswered - Budget Approved Amid Massive Protests, Prayer Vigil

CONCORD, N. H. - Amid one of the biggest protests in New Hampshire history, House lawmakers passed a budget full of cuts to state-funded programs that include education, mental health services and public safety. They also will mean layoffs for hundreds of state workers.

Among the thousands of protesters at the State Capitol on Thursday, eight religious leaders led a silent prayer and fast in a hallway outside the office of House Speaker William O'Brien. The Reverend Mary Westfall is the pastor of The Community Church of Durham.

"We felt very compelled to be able to speak to what seems to us as a truly immoral budget, and felt that our state could do better, that this budget was not reflective of the values of this state and certainly not reflective of the values we hold as people of faith."

Westfall says her group went to the Capitol building on Wednesday afternoon intending to remain overnight and into the day on Thursday. However, she says they were respectfully removed by police officers Wednesday evening, and returned Thursday morning.

The House-approved budget spends about $520 million less than what was proposed by Gov. John Lynch; the vote was 243-124. Lawmakers who voted in favor say the drastic cuts are necessary, but Westfall warns the human toll will be much too high.

"A budget that does not meet the needs of people ultimately will have negative consequences on the whole of our state, eventually on the lives of everyone here."

Westfall calls the vote "heartbreaking," although she says she and others were buoyed by the thousands of Granite Staters from all walks of life who gathered to make their voices and presence known.
