NEW YORK - Cathie Black has resigned as New York City Schools chancellor.

Mayor Michael Bloomberg, who appointed the former Hearst Magazines editor to head the state's largest school system late last year, had urged her to step down and said he took full responsibility for "the fact that this has not worked out."

Black's scant background in public education raised eyebrows from the start, and a public opinion poll this week had pegged her approval rating at 17 percent. Zakiyah Ansari of Brooklyn, mother of four children in New York's public schools, originally wished Black well..

"I still wish her well in where she goes, but our vision and focus has always been on what happens after that, right? It's like, keeping the focus on the kids."

Ansari, a member of the Alliance for Quality Education, says the city has to do more to include parents, students and communities in critical decisions. She adds that school systems all over the state should learn from this.

During her three months as chancellor, Black didn't impress her critics at public meetings. Once, she offended many parents by joking that school overcrowding might be fixed with birth control.

Ansari believes Black might have been listening but not hearing.

"If we are telling you this as parents, if young people are telling you this - that your strategy is not working and you still choose not to listen - you're not really hearing what we're saying."

Ansari says Black's resignation underscores the need for more input from parents.

"It wasn't a shock totally because what we know is that any kind of change or reform that's been happening in the schools has been happening without our voice in place."

Bloomberg said Deputy Mayor Dennis Walcott, a former Board of Education president, will replace Black.
