Time for West Virginia to Improve Social Workers’ Safety?

CHARLESTON, W.Va. - Three years ago, West Virginia state social worker Brenda Lee Yeager was murdered while on a home visit in Cabell County. According to the National Association of Social Workers, the state has made piecemeal improvements in safety procedures for such employees since then, but more needs to be done.

Sam Hickman, executive director of the Association's West Virginia Chapter, says lawmakers should create one central place in state government with the job of protecting the 1000 or so field employees and contractors at the various agencies. He says, without that, the issue falls through the cracks and the people going out in the field will tend to take too many risks.

"What happens invariably with helping professionals is they want to complete the task, they want to provide the service, they want to help the family or the individual, and say, 'Well, it'll probably be all right; I'll just go ahead.'"

He says some state agencies are doing a better job than others, but that a central safety committee would not cost much and could help the agencies share information and technology.

"We cannot afford a piecemeal approach on this. We know this agency has a safety committee internally, and we know that agency is looking at some technology stuff. We need to be able to coordinate that information."

He says a safety committee could set government-wide procedures for circumstances in which social workers should have backup from police and how often employees making home visits should get in touch with the office. He says those provisions could cut down on the risks.

"As I tell social workers every day, if you're not safe, you're not going to be there to provide the service that these folks need. You can come back another day, but if something happens to you, somebody else is going to go unserved."

Since Yeager's death, the legislature has considered home visit safety several times and made it a felony to commit assault during such a visit. Some lawmakers have been reluctant to do more, but Hickman says it's not enough.
