KY Works to Stop Sexual Assault “Beyond the Ball Court”

LEXINGTON, Ky. - The Kentucky Association of Sexual Assault Programs wants schools and colleges to get off the sidelines on the issue of responding to campus sexual abuse. The group is holding a workshop starting Tuesday on using federal laws to protect students from sexual harassment and violence.

Staff attorney MaryLee Underwood says Title IX requires schools, from kindergarten through college, to deal proactively and effectively with sexual abuse, and her group works to equip educators with intervention tools.

"For many years, people have sort of been paralyzed by something we call the 'bystander effect.' We all know that somebody should do something, but we think that 'somebody' should be somebody else, so in the end nobody really effectively responds."

Underwood says the recent sexual abuse allegations at Penn State and Syracuse are not isolated incidents, and campus officials elsewhere also have been accused of failing to intervene or covering up such crimes. But she adds that some colleges are taking a stand.

"We have to do more than just report. Somebody has to take action; someone has to investigate. Someone has to be willing to make changes to protect victims."

"The forms of sexual harassment that were included in that are those from online sexual harassment to touching offenses, to full rape or sodomy."

She likens sex crimes against young people to extreme bullying, whether committed by peers or adults.

"I think the next step is to recognize that sexual harassment and inappropriate sexual contact are often a part of bullying and start to look at how that is impacting our students as well."

The Association says about 20 percent of college-age women and six percent of men will be victims of a sexual assault or attempt. Underwood cites a recent New York Times article mentioning that nearly half of pupils in middle and high schools have reported some form of sexual harassment in the last year.

The Tuesday workshop, called "Beyond the Ball Court - Using Title Nine to Stop Sexual Assault," begins a week-long sexual assault and domestic violence conference at the Marriott Griffin Gate in Lexington.
