PORTLAND, Maine – President Barack Obama has unveiled his plan to help curb gun violence in America.

The package of legislation for Congress includes a ban on high-capacity magazines, and the reinstatement of a ban on some assault-style weapons.

Tom Franklin, board president of the Maine Citizens Against Handgun Violence, calls those "common sense measures," along with the proposal to have mandatory background checks for all gun purchases, including private sales.

"It addressed common-sense and commonly-held views that all Americans share. Poll after poll shows that gun owners as well as non-gun owners certainly want to keep our schoolchildren safe and certainly want to reduce gun violence."

The National Rifle Association says law-abiding gun owners shouldn't be blamed for the acts of criminals and madmen, and that new laws proposed by the White House won't work.

The president also announced 23 executive actions. They include a directive to strengthen the national criminal background-check system, and a call for the study of gun violence at the Centers for Disease Control and Prevention.

Franklin says a lot has been considered before.

"Much of what they recommended has been identified for a long while as deficiencies in our present system that should be corrected. It had a number of new elements addressing mental health concerns that are very positive and very forward and we certainly support those as well."

Franklin says his group will present its call for legislation on the state level in a briefing next Tuesday morning.

"We believe this is a time when gun owners and all of Maine can come together and enact some very common-sense and very straightforward improvements to Maine law."

In Washington, the first Senate hearing on gun control is scheduled for Jan. 30.
