BOSTON - A language barrier is standing in the way of getting every person in Massachusetts enrolled in a health insurance program, so a campaign involving 10 minority advocate groups is under way to make sure small businesses know the options for insuring their workers.

Maria Gonzalez Albuixech with Health Care For All said 98 percent of Massachusetts residents are covered, but that is not enough.

"Even though those are really good numbers, we know there are vulnerable populations that we are still trying to reach," she said. "Among those populations are immigrants and Spanish- and Portuguese-speakers, and a lot of them are small business owners."

Massachusetts has a fast-growing Portuguese-speaking population; it is the state with the largest concentration of Brazilian-owned businesses in the U.S. That population has spread beyond the coastal communities around New Bedford and Fall River to cities like Framingham, Everett, Woburn and Brockton.

Nestor Rodriguez owns chiropractic clinics in Jamaica Plain, Chelsea and Canton. He said small businesses have a responsibility to help their employees be proactive about health insurance.

"Unfortunately, I see in my line of work that people use the emergency room as their health care provider," he said. "That is very costly for all of us."

Nader Acevedo with the Hispanic-American Chamber of Commerce said meetings like one this morning (Thursday) at the Federal Reserve Bank of Boston are providing small business operators with health care information.

"All the information that they need, how to qualify to obtain health insurance," he said. "That's something that we didn't do in the past and we are doing now with Health Care For All."

The outreach campaign is a partnership with the Health Connector and 10 local community organizations, Gonzalez Albuixech added.

"Our goal is health care for all," she stressed. "It doesn't matter if you are an employer, an employee, a family of four, an individual. We help everybody."
