Education Gets Time in the Legislative Spotlight

PIERRE, S.D. – Education policy and funding are always major issues for the South Dakota Legislature, and the 2013 session was no different.

Many issues were debated and lawmakers set state aid amounts. Sandra Waltman, spokeswoman for the South Dakota Education Association (SDEA) says overall it was a positive session, but with mixed results.

"We're pleased that we got the 3 percent for the next fiscal year, which is what the law requires,” she says. “However, we are still concerned that the per-student allocation is still approximately $17 less than it was five years ago. So while we are moving in the right direction, we still have a long way to go to make our school districts whole so they can offer the programming and resources that will help our kids thrive in the classroom."

While there have been no large-scale teacher layoffs, Waltman says there have been gradual reductions, with retiring teachers not being replaced, resulting in larger class sizes.

She says the legislature did pass some programs to help both current teachers and students looking to become teachers.

"You have innovation grants and you have a scholarship program that are great programs,” she explains. “But again, we need to look at how we are going to continue to fund those programs in the future."

Waltman says the South Dakota Education Association will continue a public education process to talk about the needs of students and school districts.

"We hope to do a lot of that through the course of the next year,” she says, “with SDEA's Commission on Teaching and Learning, which we're working with the Department of Education, the Associated School Boards, School Administrators on, to really look at these issues, to see what our schools need to do to help support teachers in the classroom, so we can help support student achievement."

Waltman adds that another issue teachers are watching is the continued transition into the Common Core standards.
