Zoom Schools “Not Enough” for 70,000+ NV English Language Learners

LAS VEGAS - Nevada has been a magnet for students who need help learning English - and this school year, educators says they are getting a little help, but not enough.

Lawmakers and Gov. Brian Sandoval allocated $50 million for the next two years to assist students who are English Language Learners, said Gary Peck, executive director of the Nevada State Education Association. It's a help, Peck said, but far short of the $180 million per year that independent experts say is needed for these students to succeed and eventually help grow Nevada's economy.

"Everyone agrees an investment in ELL is going to mean higher graduation rates," Peck said. "It's going to mean closing the achievement gap. It's going to mean that fewer of them are going to be unemployed. It's actually going to mean fewer of them will end up being incarcerated."

Sandoval approved funding for 15 so-called "Zoom" schools in Clark County and several more statewide, that will focus on ELL students. It's a start, Peck said, but it only serves those lucky enough to get in. He said both students and the Nevada economy need a more permanent solution that isn't tied to the legislative process.

Sandoval and state lawmakers need to stop relying on stopgap measures and provide a regular source of income to key programs such as ELL, Peck said.

"We congratulate him for focusing on ELL," he said, "but we certainly aren't going to congratulate him for digging in his heels when it comes to ensuring that big businesses pay their fair share so that we have an adequate revenue stream to invest in ELL programming at the level we should be investing."

Only with committed, long-term fluency programs can student success be guaranteed, he said, adding that he acknowledges those programs are expensive.

Nevadans will have a chance to vote on a source of dedicated revenue for ELL and K-through-12 education through The Education Initiative on the November 2014 ballot.
The initiative is a broad-based business tax initiative that the NSEA says will raise $800 million per year for the state's education fund.
