Amendment 66: Investing in Economic Development Through Education

DENVER – This month, Coloradans can begin to cast their vote on the state's new education plan – Amendment 66.

Voters will choose whether to fund the measure in the upcoming election, and it's not just education advocates stepping up in favor of the plan, which will reduce class sizes, increase teacher pay and enhance other programs.

Members of the state's business community support the measure.

Chad McWhinney, a developer in northern Colorado, considers education key to the state's economic future.

"We're going to have to grow and expand our pool of talent,” he says. “And there's no better place to do that than with the next generation and it's one of the most important things we can do for economic development in the state of Colorado."

Amendment 66 is a statewide ballot measure asking voters to increase funding for Colorado schools through a two-step increase in state income-tax rates.

The measure is expected to raise $951 million in its first year.

Opponents argue that the tax hike – 5 percent for people making up to $75,000 annually – is too tough on small businesses and families at a time when the economy is still recovering.

This is the first time in 20 years that Colorado has rewritten its education policy. Most states re-evaluate their education plan every 10 years.

McWhinney says the system that would be implemented as a result of Amendment 66 is necessary to keep the state competitive.

"We know how to fix K-12 public education,” he says. “As a country we fight world wars, we put a man on the moon. Fixing K-12 public education is not that difficult if you create the right system."

The League of Women Voters of Colorado, Rocky Mountain Farmers Union, Public Education & Business Coalition and other groups support the passage of Amendment 66.

Mail ballots will be sent out next Friday across the state and voters can cast ballots in person on Nov. 5.
