UT House Overwhelmingly Supports Bill To Replace "Dirty Diesel" School Buses

SALT LAKE CITY - Lawmakers in the Utah House of Representatives have shown overwhelming support for a bill that would replace the so-called "dirty diesel" school buses, which are cited as a contributor to air pollution. House Bill 41, a $20 million measure to replace polluting school buses, passed by a final vote of 73-1.

Rep. Stephen Handy (R-Layton), who sponsored the bill, said it would initially replace about 170 diesel school buses with alternative-fuel vehicles. He predicted it will also save taxpayers a fortune in fuel costs.

"Over the life of one CNG bus, as opposed to a diesel bus, it's about $50,000 in fuel savings. So you multiply that by almost 3,000 school buses," Handy explained.

CNG stands for 'Compressed Natural Gas.' Handy said the bill also modernizes the state's aging pupil-transportation assets, which have been underfunded by an estimated $20 million over the past decade.

About 1,000 of the state's school buses have been identified as older than 15 years, which means they need to be replaced, he said, adding that diesel buses not only harm the environment but pose a health risk to children.

"There's some pretty substantial research that shows that kids who are hanging out on one of these dirty diesel school buses, that's not really good for their brain development and their ability to learn," he said.

HB 41 still needs approval in the Senate, along with funding, but Handy said the measure is a top priority for Gov. Gary Herbert.
