Report: Costly Health Disparities Endanger Illinois Children

SPRINGFIELD, Ill. – The Illinois Kids Count 2014 report released today highlights the good and the bad when it comes to the well being of children.

The state ranks fifth in the country in the number of children with health insurance, which Gaylord Gieseke, president of Voices for Illinois Children, says is thanks to the combination of Medicaid, the Children's Health Insurance Program and Illinois' All Kids insurance program.

But she says the report does find some troubling patterns.

"Racial and ethnic minority children in Illinois experience a number of different disparities, which include access to care, health status and environmental supports," she explains.

The report also found health disparities related to income, with children from low-income families less likely to receive coordinated care within a medical home, and less likely to receive preventive dental care.

Gieseke says disparities in access to care can be reduced by maintaining funding for Medicaid and by ensuring successful implementation of the Affordable Care Act in Illinois.

Gieseke points out another trend her organization is closely watching is the increase throughout Illinois in substantiated cases of child abuse and neglect.

"Which has increased since 2006 by about 13 percent, but they have increased very unevenly," she stresses.

Cases increased by 10 percent in Cook County, and 33 percent in the five surrounding, or collar, counties.

Gieseke says children's health affects quality of life and social-emotional development, as well as educational attainment and economic outcomes in adulthood.

She adds the disparities highlighted in the report are costly for children, families and the entire state.

"We collectively benefit from our efforts to help all Illinois children achieve their optimal health and we stand to lose from our failure to do so," she maintains.

Gieseke says policy steps that can foster the healthy development of children include improved mental health services, and the expansion of quality early learning, school health centers and after school programs.
