Minnesota's largest community college is one of nearly 12 schools that will be part of a national pilot project to boost student outcomes and retention.

Normandale Community College is part of an effort to reach students within the first two years of their college career. The school was chosen by the Gardner Institute for its new "Transforming the Foundational Postsecondary Experience." Gardner researchers noted that up to 85% of students who "stop out" do so in those first two years.

Normandale President Joyce Ester said it isn't just an issue of leaving school, but also a slower process of completing a degree in an active labor market.

"And what we are noticing is that we have students taking fewer credits," she said, "and in many cases it's because they're able to get more hours at work."

Ester said a body of data show staying on as a full-time college student creates higher levels of achievement. Schools chosen for the program will receive help in developing strategies over a five-year period.

Ester said one of Normandale's priorities is to factor in cultural needs, aligning with the school's goal to ensure that completion barriers aren't tied to race and ethnicity. She said they also want to boost the transfer rate for students.

"Many of our students come and say that they want to transfer," she said, "and for a host of reasons, their transfer opportunities don't materialize."

She added that the school's efforts and existing programs coincide with state investments approved by the Legislature this year. Some of those actions brought extra focus on workforce development through higher education, including additional support for training more teachers of color.
