NJ chosen for program which bolsters short-term credentials

New Jersey is part of a national program to strengthen the workforce and increase education alignment. Lumina Foundation's FutureReady States program aims to help more adults obtain essential job training like apprenticeships, licenses, and certifications.

New Jersey will develop a statewide investment strategy for short-term credentials. Numerous groups will work with the Council of County Colleges to develop this plan.

Carrie Samson, director of Solutions Lab with the Business Higher Education Forum, said initial plans could be ready by fall.

"This team is going to be prioritizing some of this work for the fall as there is a Governor's election in New Jersey, coming up in 2025," she explained. "The policies and plans developed through this initiative could offer really valuable guidance to this new administration."

States having differing policies on short-term credentials could make this work challenging. But, Samson is ready to meet any challenge head on, and added that this work will be about finding common ground and navigating ever-evolving landscapes. The FutureReady States program is phase one of a larger investment so 75% of adults in the nation's labor force have college degrees or other credentials of value by 2040.

Short-term credential programs could be easier for people to afford since Pell Grants were expanded to cover these programs under the federal budget megabill. But they won't offer as much funding since they're based on the number of credits, weeks or hours a program offers.

Kristen Fox, CEO of the Business-Higher Education Forum, said business and higher education coming together is critical.

"The workforce is changing rapidly in terms of the skills that are needed, because of the use of AI and technology to change the nature of jobs and roles," she contended. "That does require businesses, I would argue this was the case before, but especially now, they can't afford to be passive consumers of talent."

She added that business leaders across different economic sectors should be involved in developing talent to shape the necessary skills and knowledge areas.
