Big Increase in Demand for Illinois Homeless Services

Chicago, IL – More and more Illinoisans are looking for shelter as the economy worsens and they lose their homes. A report released by Housing Action Illinois shows more than 70 percent of state-funded shelter providers saw a marked increase in the need for services during the last six months of 2008.

The trend is expected to continue, according to the executive director of Lazarus House in St. Charles, Darlene Marcusson.

"We don’t think we are through the worst of this at all. Many people in our community may have some resources, but at some point, they will miss too many mortgage payments, their home will be foreclosed and they will end up in shelter."

Service providers are making a case that additional Housing Choice vouchers, which offer assistance to low-income residents, coupled with increases in homeless prevention assistance, should be part of the economic recovery package being considered on Capital Hill.

A proposal from the U.S. House includes money for the Emergency Shelter Grant Program, but no funding for Housing Choice vouchers. Marcusson says those vouchers are needed to create more stable housing options.

"Many of us have a concern that there has been a great deal of money released, but we question whether it is going to places that will be most helpful for the average person who is having difficulty paying their mortgage today."

Executive director of Hesed House in Aurora, Ryan Dowd, adds it’s getting harder for people to get out of homelessness than it was in the past.

"It’s a pretty simple numbers game; people that aren’t leaving homelessness are still in the shelters and therefore the shelter numbers continue to increase. In the long run, this will have an enormous impact on the system and our ability to house people."

The report also recommends state lawmakers find a way to to pass a fiscal year 2010 budget that provides an adequate safety net for people at-risk of or experiencing homelessness.
