Allegheny County Lawyers Gear Up to Stop Foreclosures

Pittsburgh, PA - The legal community in Allegheny County is gearing up for a major change in the way home foreclosures will be handled. A new program is aimed at keeping people in their homes.

The program was ordered by a judge as a way to give pressured homeowners more time to seek counseling and work out an agreement with their lender.

Cathy Martin of the Neighborhood Legal Services Association in Pittsburgh says the goal of the program is to avoid foreclosure by keeping the lines of communication open.

"This is a real effort to bring the parties to the table and get people talking."

In many cases, Martin says, a major problem has been insufficient time for the two sides to talk through the issues. She said both sides benefit if foreclosure can be avoided.

"We want to help people hang on to their houses if they possibly can. That's in the best interest of both the homeowners and the lenders."

Martin indicated the program will have added impact because a judge is directly involved.

"We are very pleased in Allegheny County that this new program is going to take place here, because I think having a judge involved with this process helps."

The new program provides for a 90 day "cooling off" period before foreclosure proceedings begin.

The legal aid community in Allegheny County has been busy training lawyers who have agreed to handle the workload for free in cases where the homeowner meets certain income requirements. A similar pilot program in Philadelphia County is credited with saving about 78 percent of the homeowners facing foreclosure.
